Summary: This role is for a Senior Learning Content Designer on a contingent labour basis, focusing on the design and development of a learning programme for HMRC fraud specialists. The position requires a strategic thinker with expertise in learning design to create engaging and effective content related to HMRC digital tax services. The successful candidate will collaborate with senior IT subject matter experts to shape learning solutions that enhance understanding of complex technical concepts.

Key Responsibilities:

  • Lead the end-to-end design of learning content, from needs analysis to delivery, ensuring alignment with business goals and learner needs.
  • Build strong relationships with senior SMEs and technical leaders to extract and translate domain knowledge into structured learning pathways.
  • Create high-quality, learner-centred content to ensure effective capability build.
  • Simplify and structure complex technical topics (e.g., systems architecture) into digestible learning formats.
  • Work cross-functionally with digital, data and technology teams and the HMRC Digital Academy team to ensure content is technically accurate and pedagogically sound.
  • Create an evaluation plan that will enable assessment of learning effectiveness and iteration of the programme based on feedback, analytics, and evolving technical requirements.

Key Skills:

  • Significant experience in learning design, ideally within digital, data or technology-focused environments.
  • Strong understanding of adult learning principles and instructional design methodologies.
  • Excellent communication and stakeholder management skills, especially with senior technical experts.

Contingent Labour role as a Content Designer, initial 3 month contract. Hybrid based role in the UK.

Role Overview: This role requires a highly experienced and self- motivated Senior Learning Content Designer to lead the design and development of a learning programme that enables HMRC fraud specialists to develop knowledge HMRC digital tax services and how they work. This role requires a strategic thinker with deep expertise in learning design, capable of translating complex technical concepts into engaging, accessible, and effective learning content. The successful will collaborate closely with senior IT subject matter experts (SMEs) across digital tax systems including technical architects, to shape learning solutions that support fraud specialists to develop their understanding of HRMC digital tax services.
