Summary: The Community Transport Manager role in Elmbridge involves providing strategic and operational leadership for a vital community transport service aimed at supporting vulnerable residents. The position requires overseeing the council's fleet and ensuring efficient delivery of transport services, particularly for those unable to use public transport. The role also includes managing a team, ensuring compliance with regulations, and fostering partnerships with various stakeholders. This is a temporary full-time position for three months, starting in February.
Key Responsibilities:
- Lead the day-to-day operation of the community transport service, including scheduling and delivery of dial-a-ride services, group shopping trips, hire-a-bus services, and school transport contracts
- Maximise the effective use of staff and vehicles to meet individual and group transport needs across the borough
- Manage and develop the community transport team, including office staff, drivers, and passenger assistants, fostering a proactive, inclusive, and customer-focused culture
- Oversee recruitment, induction, training, and performance management of staff and, where appropriate, volunteers
- Work collaboratively with other council services to ensure the effective management of the wider fleet
- Manage financial and administrative responsibilities, including revenue and capital budgets, cost control, efficiency savings, income generation, and contract management
- Lead on procurement of vehicles and maintenance contracts, ensuring value for money and compliance
- Ensure full legal and regulatory compliance, including Section 19 licensing, DVSA requirements, Traffic Commissioner standards, and other statutory obligations
- Deliver excellent customer care across the full customer journey, handling feedback, enquiries, and complaints with professionalism and sensitivity
- Build effective partnerships with voluntary sector organisations, care homes, schools, and other internal and external stakeholders
- Ensure robust health and safety and safeguarding policies are in place, regularly reviewed, and fully embedded across the service
- Lead on risk assessments for vehicles, journeys, customers, and activities, ensuring best practice and compliance with Health and Safety Executive requirements
- Ensure safeguarding legislation and council safeguarding policies are fully adhered to, with appropriate training in place for all staff
Key Skills:
- Enhanced DBS check for both Children and Adults (essential)
- GCSE Maths and English (or equivalent), or demonstrable experience showing strong written, verbal, and numerical skills
- Proven experience managing transport, logistics, fleet, or community services
- Strong leadership skills with experience managing multidisciplinary teams
- Sound understanding of health and safety, safeguarding, and regulatory compliance
- Confident communicator with a customer-focused, solutions-driven approach

This is a February start, initially for three months, offering an excellent opportunity to lead and develop a vital community transport service supporting vulnerable and isolated residents.
The Role You will provide both strategic and operational leadership for the in-house community transport service, while also overseeing the wider council fleet.
