Community and Outreach Expert (Retainer)

Summary: The Community and Outreach Expert will support the UNOPS Senior Project Manager in the "EU for Property Rights" project, focusing on engaging local communities and stakeholders to ensure their active participation in project activities. The role emphasizes the importance of inclusiveness, particularly for women and marginalized groups, in the digitization of cadastral maps and property registrations. The Expert will develop communication strategies, facilitate public consultations, and ensure stakeholder concerns are integrated into project planning and execution. This position requires collaboration with various local authorities and stakeholders to enhance community outreach and engagement efforts.

Key Responsibilities:

• Design and implement community outreach strategies aligned with EU standards and local contexts.
• Identify and engage key user groups to ensure their active involvement in project activities.
• Develop and implement campaigns to inform communities about cadastral reforms and property registration benefits.
• Create and distribute accessible communication materials for stakeholders and communities.
• Organize public consultations and focus groups to gather feedback from diverse demographic groups.
• Document and analyze community concerns to improve service delivery.
• Act as a liaison between the project and local authorities for property registration activities.
• Ensure alignment of communication strategies with the overall communication plan of the SCA.
• Track and report on the effectiveness of community outreach efforts and engagement strategies.
• Collaborate with local and international teams, authorities, and stakeholders throughout the project.

Key Skills:

• Advanced university degree in Communications, Public Relations, Social Sciences, or related field.
• Minimum 5 years of experience in community engagement, outreach, or public relations.
• Experience with local communities in rural or cadastral-related sectors.
• Proven ability to organize public consultations and outreach campaigns.
• Familiarity with land management reforms or cadastral systems.
• Experience working with national authorities and international donors in EU accession countries.
• Fluency in Albanian and English.
