Commercial Manager | Gloucestershire 2-3 x per week | SC-Cleared | £550 - £700 a day Inside IR35

Due to continued success across our Defence portfolio, we are expanding our Commercial capability to support our manufacturing work. As such, we are looking for an SC-Cleared Commercial Manager to join our team, who will lead the commercial delivery of the design and construction for a new defence manufacturing facility. Our Consultant will be responsible for developing and implementing the commercial strategy, as well as leading the procurement of the Main Works Contractor, then managing the contract through to completion.
Key responsibilities:: Pre-contract:
- Develop and implement the commercial and procurement strategy for the Main Works Contractor (including documentation such as PQQ and ITT)
- Manage the end-to-end procurement process in accordance with procurement regulations.
- Lead tender clarification processes and manage bidder engagement.
- Prepare recommendation papers and obtain internal governance approvals.
Contract management:
- Manage contractor commercial performance throughout design and construction.
- Monitor contractor compliance with contractual obligations, programme milestones and commercial deliverables.
- Maintain accurate contract records, commercial correspondence and change registers.
- Manage contingency and commercial risk allowances.
- Proven background in commercial management within defence construction and/or manufacturing environments.
- Experience in the procurement of major works contracts highly desirable.
- An understanding of Design & Build procurement models.
- Knowledge of UK procurement legislation.
- Knowledge of NEC contracts.
Due to project sensitivities, our consultant must have active and valid SC-Level Clearance.
