Summary: The Client Side Project Manager for Capital Works is responsible for managing and delivering building, refurbishment, and fit-out projects, ensuring they align with best practices and business objectives. This role involves overseeing external consultants, preparing business cases, procuring contractors, and ensuring compliance with relevant regulations. The Project Manager will also develop procurement strategies and provide performance reviews to ensure service levels are met.
Key Responsibilities:
- Manage and deliver building, refurbishment, and fit-out works in accordance with best practice and business case objectives.
- Manage external consultants, building surveyors, and engineers as necessary.
- Prepare business cases, specifications, scopes of work, and project briefs for tendering.
- Procure contractors/consultants to ensure best value for money.
- Work with Procurement and external legal advisors to develop appropriate contract forms.
- Ensure compliance with Construction & Design Management (CDM) regulations.
- Provide project plans and reports to senior management, identifying and managing risks.
- Develop procurement strategies and forms of contract with internal and external colleagues.
- Conduct performance reviews for each project and provide feedback to contractors.

1. Manage and deliver a series of building, refurbishment and fit out works in accordance with best practice and business case objectives ensuring they meet appropriate time, cost, quality, environmental and health and safety parameters.
2. Manage where necessary/appropriate external consultants, building surveyors, engineers to support project works as required.
3. Prepare Business cases for individual projects together with specifications, scopes of work, project briefs to enable works to be tendered and undertaken.
4. Procure contractors/consultants in accordance with the Agency's policies and procedures but in such a way to ensure the activities are planned to ensure best 'value for money' is achieved.
5. Work with Procurement and the Agency's external legal advisors where required to develop appropriate forms of contract for each project based on the Joint Contracts Tribunal (JCT) and New Engineering Contract (NEC) guidelines.
6. Ensure all projects are undertaken in accordance with Construction & Design Management (CDM) regulations.
7. Provide clear concise and timely individual project plans and reports to the Programme Manager, Head of Property and Assistant Director of Estates as required ensuring all programme risk is identified and actively managed.
8. Work with relevant internal and external colleagues to develop the appropriate procurement strategy and form of contract for each project, project teams and contractors ensuring compliance with the Agency's Financial regulations.
9. Ensure a review of performance is undertaken for each project and feedback provided to contractors to ensure the service level received meets or exceeds requirements and any poor performance is addressed promptly.
