Summary: The Interim Children's Services Commissioning Officer role in Bournemouth focuses on developing and commissioning a new Short Breaks Service for children with special educational needs and disabilities (SEND). The position requires an experienced commissioner to contribute to strategic and operational plans, ensuring effective service delivery and outcomes. The role involves collaboration with stakeholders and oversight of the commissioning process, including tender exercises and performance reporting. The successful candidate will work in a hybrid arrangement with limited office presence.

Key Responsibilities:

  • Contribute to the joint commissioning agenda to improve delivery and outcomes of commissioned services with a focus on the development and commissioning of the Short Breaks provision.
  • Develop a project plan leading to the development of the Short Break Service for children and young people with SEND, including a full tender exercise.
  • Provide reports on the progress of the Short Breaks retender at senior board level.
  • Support the co-development of the Short Breaks offer for children and young people.

Key Skills:

  • Knowledge of key national issues & programmes relevant to client group and specified outcome/service area.
  • Experience of commissioning implementing a Short Breaks provision.
  • Experience of using management information, needs assessment for commissioning, performance management and monitoring and review reporting.
  • Experience of service development, options appraisal and system change using demonstrable programme management skills including financial management.
