Summary: The Capital Projects Manager role involves overseeing a significant non-residential refurbishment and redevelopment project within a public sector context, specifically focusing on a Grade II listed building. Key Responsibilities:

  • Supporting delivery of a complex non-residential refurbishment/redesign project, managing time, budget and quality
  • Developing, monitoring and controlling project budgets and cost plans, including forecasting and variance reporting
  • Preparing cost estimates, tender documentation and supporting evaluation of contractor bids
  • Managing procurement aligned to heritage, conservation and listed building constraints
  • Coordinating architects, conservation officers, engineers, contractors and specialist consultants
  • Producing or commissioning feasibility work, surveys, options appraisals and affordability assessments
  • Advising on listed building consent implications and planning policy constraints
  • Supporting change control, contract administration and contractor performance monitoring
  • Supporting risk management, stakeholder engagement and governance reporting

Key Skills:

  • Proven track record delivering listed building refurbishment, town hall/HQ redevelopment, or similar complex public sector schemes
  • Strong cost planning/budget control and procurement experience
  • Knowledge of heritage conservation principles, building regulations, and listed building consent processes
  • Local authority experience
  • A relevant professional qualification preferred (RICS, CIOB, APM, or similar)

Spencer Clarke Group are recruiting for an experienced Capital Projects Manager to support a large, complex non-residential refurbishment and redevelopment programme within a public sector environment.

This role will focus on developing a full business case and supporting delivery activity linked to the redevelopment of a Council HQ within a Grade II listed building. You will work closely with internal stakeholders and external consultants to drive progress across feasibility, cost planning, procurement, approvals and delivery planning.
