Summary: The Capital Projects Manager is responsible for leading the successful delivery of individual projects within the Council’s Corporate Capital Programme, ensuring that targets for time, budget, and specifications are met. This role involves managing multi-disciplinary teams and collaborating with various service areas to implement strategies and policies for project delivery. The postholder will oversee the procurement process and ensure compliance with contractual and financial obligations throughout the project lifecycle.
Key Responsibilities:
- Lead and manage external professionals in the successful delivery of individual capital projects.
- Work with service areas to develop strategies and policies for cross-Council implementation of capital projects.
- Collaborate with Directorate staff to ensure an integrated approach to project delivery.
- Update property database systems with relevant information post-completion of capital projects.
- Assist the Capital Programme Manager in procuring feasibility studies, surveys, and costs for project schemes.
- Lead individual schemes from inception to completion, including procurement, negotiations, and contract documentation.
- Ensure compliance with the Council's contractual and financial obligations in building contracts.
- Adhere to capital governance processes and effectively monitor capital projects.
- Ensure individual project reporting structures are followed.
Key Skills:
- Relevant degree and/or postgraduate qualification, or significant senior-level experience in Capital Programmes.
- Qualified in a relevant building or related discipline (e.g., MRICS or MCIOB).
- Recognized Project Management qualification.
- Significant project management experience with a proven track record of delivering projects on time and within budget.
- Experience working with diverse partners and stakeholders on complex capital projects.
- Substantial experience in project management software and financial appraisal tools.
- Ability to lead and manage multi-disciplinary teams effectively.
- Strong performance management skills and ability to negotiate challenging outcomes.
