Business development diagnosis and strategy Expressions of interest for external consultancy support

The Health Policy Partnership (HPP) is looking for external support from a consultant to undertake a ‘diagnosis’ of our business development (BD) approaches and potential. This will include a review of current processes, outreach and materials and market knowledge. The diagnosis should offer recommendations to the HPP management for a new organisational approach to BD which includes new pitch generation methods, new markets and clear follow-on actions. The project would also involve drafting and finalisation of a BD strategy (including BD tools and processes), working closely with HPP management. The ultimate aim of the BD strategy is to increase visibility of our full range of capabilities to existing and new clients, while staying within our core ethos, skillset and expertise.

Deliverables and timeframes

  • Kick off meeting (July) – ideally in person in London – to allow HPP to present key lines of enquiry and insights into our business model and current approaches to BD
  • BD diagnosis report (September) –to help us gain a rapid understanding of the gaps and opportunities in our current BD processes, outreach and materials
  • BD strategy (October) - closely developed with HPP management - to outline clear actions, new processes and tools, and investments from late 2025/early 2026.

Expected capabilities

The successful consultant will have the following essential skills and expertise:

  • A demonstrable track record of driving small/medium sized consultancy growth across international markets.
  • Experience in market analysis and generating insights on client segmentation
  • Strong experience of the life science sector and understanding key trends in consultancy/external support needs in this sector
  • Aptitude in organisational change and process design (i.e. to ensure the BD strategy translates into sustained, successful activities and processes which are full embedded in the company).

It would be advantageous to have:

  • Awareness and interest as to the changing role of AI in the health research, policy and public affairs consultancy market – both in terms of how services are designed as well as potential AI tools to support BD processes
  • Experience and interest in leading pitches and team working
