Summary: The HR Change Lead at Connect2Dorset will provide expert organizational change management advice to council leaders, ensuring compliance with employment law while promoting effective people management. This role involves collaboration with various HR functions to deliver strategic solutions and support leaders through complex change processes. The position requires significant experience in change management and a strong understanding of employment law. It is a temporary role expected to last approximately 4 to 5 months.

Key Responsibilities:

  • Use management information to provide analysis and insight for informed decisions on organizational change people matters.
  • Provide proactive, strategic, and practical advice on people change management issues, ensuring employment law compliance.
  • Take a strategic yet empathetic approach to organizational change, advising change leaders across relevant HR disciplines.
  • Coach and develop managers in people management aspects of change to build their capability and confidence.
  • Work collaboratively with HR and OD Services to deliver bespoke solutions to workplace issues.
  • Develop HR policies, procedures, guidance, and training materials related to organizational change.
  • Promote effective relationships between the council and its people during change processes.
  • Lead and participate in consultations and negotiations with trade unions and professional associations.
  • Advise leaders on managing all aspects of organizational change including reorganizations and TUPE.
  • Advise on employment law and best practice for consistent application across the council.
  • Promote and integrate equality, diversity, and inclusion principles in change management processes.
  • Ensure leaders consider the council plan and people strategy in designing change programs.
  • Empower and guide HR Change Consultants through effective coaching and resource allocation.
  • Collaborate with other councils and organizations as required.
  • Undertake continuing professional development to stay updated on employment law and best practices.
  • Support the council at Employment Tribunals or relevant proceedings.
  • Review customer engagement methods for continual improvement.
  • Lead and support specific projects as required.

Key Skills:

  • Degree/Postgraduate HR qualification or equivalent professional experience.
  • Chartered MCIPD or equivalent professional experience.
  • Significant experience in handling complex change management.
  • Proven partnership working with trade unions.
  • Experience working with senior leaders and decision-makers.
  • Extensive knowledge of employment law and its application in organizational change.
  • Strong analytical and data interpretation skills.
  • Coaching, mentoring, and mediation skills.
  • Ability to manage multiple projects under pressure.
  • Effective written and verbal communication skills.
  • Influencing, negotiation, and persuasion skills.
  • Ability to communicate with diverse stakeholders.
  • Digital proficiency to support practice.
  • Ability to handle sensitive and confidential information.
  • Ability to converse in accurate spoken English.
