Whitehall Resources currently require an experienced Business Analyst to work with a key client

Description and Location A digital transformation of a legacy bespoke application to a modern cloud-based solution that is adaptive and scalable to meet future business demands. A multi-agency programme that will provide a step change in offender management functionality, as required by users across all departments and agencies, defined using a thorough User Centred Design (UCD) approach. The BA must help ensure that the business solution aligns with the vision, mission, objectives, strategy and the business and user needs.

Must have: Proven experience as a Business Analyst, preferably in government sectors. Experience of working in an Agile Product Management development approach. Must be or be capable of being cleared to SC and NPVL3 level – see Guidance on Clearance below.

Business Analyst – core responsibilities: Input to initial assessment of product theme with product managers, facilitating kick-off workshops. Agree realistic timeframes for the below BA deliverables, taking account of input and assistance required from other disciplines. Take part in research into as-is business processes; drive agreement of to-be processes where change is needed. Create and maintain process maps. Consult and work with other disciplines, as relevant for each theme, e.g. with user-centred design colleagues (UCD) to help ensure the behaviour and screen designs support a good customer journey while still meeting the business needs. Write clear and concise user stories with testable acceptance criteria. Maintain documentation and artefacts in agreed formats and locations, keeping it up-to-date and accessible by relevant others. Identify and follow up actions to address any queries arising or better understand identified risks / issues / interdependencies. Keep relevant colleagues advised of anything (problems or opportunities) that might justifiably affect time or quality of the deliverables and agree revised approaches if relevant. Ensure that the BA deliverables are completed to an excellent quality (ready for development), by the agreed time. Support others to achieve their deliverables and ensure they stay aligned to the overall vision, objectives, business needs and user needs (e.g. deal with queries from developers or testers as stories progress through to implementation, support product managers with the demos).

Additional responsibilities: Represent the BA discipline in high level discussions and be a general sounding board. Support the leads on product management and other disciplines. At a high level, coordinate planning, track and report on progress, and generally oversee the BA deliverables, providing feedback and escalating blockers where required. Drive efficient and effective approaches across the BA discipline (e.g. improvements to and appropriate standardisation of BA processes, and suitable levels of knowledge sharing, to ensure a consistent experience for stakeholders and to help avoid key man dependency) Conduct user needs analysis. Work with architect team to identify/explore interfaces, eliciting the data requirements required. Mentor other BAs, as relevant. (Historically) For their Sprint Team and for agreed overarching / cross-MDT themes (e.g. top-level end-to-end processes), carry out the typical BA responsibilities outlined above. (Going forward) Work with Product Managers to clarify the Product Backlog Items (PBIs) to a sufficient extent ready for being picked up by Technical Sprint Team and the other Delivery Sprint MDTs.

Nice to have: Degree in Computer Science, Engineering, or a related field. Relevant certifications in AWS cloud technology are desirable. Relevant public sector industry certifications are desirable. Knowledge of AWS cloud technology and platforms.
