Key Responsibilities:
- Mapping and analyzing the current operating model across LGPS Central’s investment and operational landscape.
- Supporting the design and documentation of the future model to enhance investment capabilities and governance frameworks.
- Collaborating with colleagues and external partners to shape clear, actionable business recommendations.
- Ensuring all analysis supports the pooled investment structure, complies with regulatory standards, and aligns with strategic goals.
- Contributing to business change initiatives that underpin fiduciary duty and commitment to excellence in LGPS delivery.
Key Skills:
- Proven experience as a Business Analyst leading operating model design in an LGPS, asset management, or public pensions context.
- Strong understanding of pooled investment structures, public pensions governance, and regulatory requirements.
- Skilled in business process mapping and analysis (e.g. BPMN, Lean).
- Experience working with investment operations, risk, compliance, and front-to-back-office teams.
- Confident facilitating workshops, engaging stakeholders, and writing high-quality documentation.
- Comfortable working in a hybrid environment, with three office-based days in Wolverhampton.
- Degree in Business, Finance, Public Administration, or equivalent experience.
- Business Analysis qualification (BCS, IIBA, or equivalent) desirable.
- Project/change management certification (e.g. PRINCE2, AgilePM) advantageous.

What You’ll Be Doing
- Mapping and analysing our current (AS-IS) operating model across LGPS Central’s investment and operational landscape
- Supporting the design and documentation of the future (TO-BE) model to enhance our investment capabilities and governance frameworks
- Collaborating with colleagues and external partners to shape clear, actionable business recommendations
- Ensuring all analysis supports our pooled investment structure, complies with regulatory standards, and aligns with our strategic goals
- Contributing to business change initiatives that underpin our fiduciary duty and commitment to excellence in LGPS delivery

LGPS Central (LGPSC) Ltd is the FCA-regulated asset manager for eight local authority pension funds across the Midlands. LGPSC is jointly owned on an equal shares basis by those Partner Fund, and it is responsible for managing £45bn+ of their assets. It is one of eight Local Government Pension Scheme (LGPS) asset pools in the UK. LGPS Central’s Partner Funds are: Cheshire Pension Fund Derbyshire Pension Fund Leicestershire Pension Fund Nottinghamshire Pension Fund Shropshire Pension Fund Staffordshire Pension Fund West Midlands Pension Fund Worcestershire Pension Fund LGPS Central is owned equally by all eight of its Partner Funds and is dedicated to the management of local government pension assets. LGPS Central manages assets across public and private markets both internally and through externally appointed investment managers. Requirements
- Proven experience as a Business Analyst leading operating model design in an LGPS, asset management, or public pensions context.
- Strong understanding of pooled investment structures, public pensions governance, and regulatory requirements.
