The Opportunity
A London local authority is investing in a major service modernisation programme, reviewing how services operate and identifying opportunities to improve efficiency, accessibility and outcomes for residents.
We are looking for experienced Business Analysts with a strong background in business process improvement and service redesign. These positions are focused on understanding and transforming operational services, rather than solely delivering IT systems.
The Role
- Undertake discovery activities to understand how existing council services operate, including processes, people, systems and customer interactions.
- Engage with service managers, frontline teams and stakeholders to gather and challenge requirements.
- Map current-state "as-is" processes and identify inefficiencies, duplication and opportunities for improvement.
- Develop future-state "to-be" processes and service requirements to support redesigned operating models.
- Facilitate workshops, document findings and present recommendations to project teams and service leaders.
- Translate business and operational requirements into clear specifications for digital and technology teams where appropriate.
- Work alongside Project Managers and Service Designers to support implementation and ensure proposed changes meet business needs.
The Person
- Strong Business Analysis experience within service transformation, operational improvement or organisational change programmes.
- Proven ability to carry out service discovery and develop redesigned business processes.
- Experience within local government, public sector or Civil Service environments would be particularly relevant.
- Confident facilitating workshops, challenging requirements and working directly with operational stakeholders.
- Able to bridge the gap between service requirements and digital solutions without being exclusively technology-focused.
