Job Description
HMRC is made up of Customer Groups which are working independently towards one common goal.
Our role sits within HMRC's Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for a broad range of technical and operational issues.
Our digital delivery centres are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.
We are recruiting 2 Associate Product Managers at HMRC Business Tax.
The team is a specialist product and service group within HMRC's Chief Digital Product Office (CDPO), responsible for supporting a diverse portfolio of tax regimes that underpin key areas of UK revenue collection.
Business Tax covers a broad set of services and systems that enable HMRC to administer and collect taxes such as excise duties, environmental levies, insurance premium taxes, transport related, and specialist taxes.
These services are often complex, highly regulated, and operationally critical, supporting both customer compliance and HMRC's assurance activities.
Responsibilities
- Set the vision, strategy and scope for a small product or product increment: Define the scope and key features for the product and service to align with the organisation's goals.
- Deliver product features for current products or services: Collaborate with your team to scope and build new product increments or lead the discovery phase for new products or services.
- Stakeholder engagement and management: Engage with stakeholders to understand their goals for the service, obtain buy-in from stakeholders for the vision and roadmap for product increments, and maintain good working relationships with stakeholders.
- Collaborate with a multidisciplinary product team: Collaborate with other professions and team members, which may include user researchers, service designers, business analysts, or software engineers, to shape and build the product increments.
- Build user centred products: Work with team members like performance analysts and user researchers to gather user insights and feedback for iterating and improving products and services for end users.
- Develop and maintain the roadmap: Prioritise the order in which high level features and functionality is built and released based on what is most valuable to do first, through road mapping.
- Develop and maintain the backlog: Identify the team tasks ('user stories') to build the functionality on the roadmap and create a backlog of user stories. Deliver the user stories and regularly refine and maintain the backlog.
- Participate in and contribute to the Product Management community of practice: take part in the community of practice through participation in community meetings, and volunteering for community activities and initiatives.
Person specification
This is an entry level product management role and candidates are not expected to be able to perform all the duties right away.
However, candidates who are offered the role will be judged as performing successfully if: they are regularly and sustainably learning and developing their product management skills, and can meet the above responsibilities over their first six months.
if they are successfully delivering product features to the timelines expected.
if there is stakeholder alignment around the product plans.
if their product increments are meeting quality standards.
and finally, if they are positively contributing to both their teams and the wider profession community.
Successful candidates in this role are often able to progress into more senior product management roles if they wish to continue their career path at HMRC.
Essential Criteria
- Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue.
- Ability to define product scopes and key features.
- Demonstration of strong stakeholder engagement and communication skills.
- Experience working with multidisciplinary teams.
- Ability to analyse and incorporate user feedback and insights for product improvement.
- Demonstration of being able to prioritise between multiple requests, based on what is most valuable to do first, and recommend the course of action to take the work forward.
Desirable Criteria
- A degree in a relevant field such as Business, Information Technology, or Design is preferred but not always necessary.
- Prior experience of working in digital or product teams.
- Knowledge of how related practices like user centred services design or software engineering fits into the product development process.
- Professional certifications in product management, agile methodologies or ITIL can be advantageous.

Where the role allows it, and where the home environment is suitable, colleagues can work from home for up to 2 days a week, averaged over a calendar month (or a proportionate amount of time for colleagues who work less than full time).
