Summary: The Assistant Head & Enforcement Manager role at Westminster Council involves managing temporary and dangerous structures, assisting operational teams with enforcement on building control applications, and developing an effective Target Operating Model for the Building Control Team. Key Responsibilities:

  • Managing the temporary and dangerous structures workstreams.
  • Assisting operational teams with enforcement on building control applications.
  • Developing an effective "Target Operating Model" for the Building Control Team.
  • Discharging the council’s delegated powers and duties as required by relevant legislation.
  • Providing advice concerning compliance with the Building Regulations.
  • Managing the Council's enforcement portfolio, including necessary Court Action.
  • Oversight of Registered Building Control Approvers notices and enforcement processes.
  • Managing the Dangerous Structures 24/7 provision and undertaking ‘out of hours’ work.
  • Maintaining records of Dangerous Structures and overseeing financial control.
  • Oversight of regularisation and reversion applications and enforcement action reporting.

Key Skills:

  • Significant experience in the building control profession.
  • Experience in managing a full range of building control activities and functions.
  • Knowledge of compliance assessment against the Building Act 1984 and Building Regulations 2010.
  • Experience with non-standard buildings and/or High-Risk Buildings.

Good Afternoon,

I am currently representing Westminster Council, who are offering an initial temporary contract for a period of 6 months with a view to be extended or offered a permanent position for the right candidate at a rate per day  which is negotiable dependent upon experience

We are looking for a Assistant Head & Enforcement Manager this role will be: SW1E6QP Hybrid

The right candidate will:

  • Managing the temporary and dangerous structures workstreams.
  • Assisting the operational teams with enforcement on building control applications.
  • Assisting with developing an effective "Target Operating Model" for the Building Control Team.

To discharge the council’s delegated powers and duties as required by the Building Act 1984, Building Safety Act 2022, London Building Amendments Act 1939 and other legislation and to provide appropriate and proportionate advice to the responsible officer concerning decisions about compliance with the Building Regulations being within the limits of the post holder’s competence.

Manage the Councils enforcement portfolio including any necessary Court Action.

Oversight of Registered Building Control Approvers notices and receipt of reversion applications and the required enforcement processes.

Manage the Dangerous Structures 24/7 provision and undertake ‘out of hours’ work in accordance with a team rota. Maintain proper records of Dangerous Structures and oversight of the Contractor and financial control along with recovery of costs.

Oversight of the regularisation and reversion applications. Maintain proper records of enforcement action that can be reported back to the Building Safety Regulator on quarterly and yearly frequency.

We require the following:

  • Significant experience of working within the building control profession, gaining experience on the full range of activities and functions they manage
  • Experience relating to all the items mentioned above, from concept to completion and enforcement as appropriate
  • Assessing compliance against the Building Act 1984 (as amended), Building Regulations 2010 (as amended) and other applicable, allied legislation, standards and guidance in relation a range of building types including non-standard buildings and/or High-Risk Buildings
