Role Overview

We are seeking an experienced SFIA 4 Delivery Manager to join a Data & Analytics (D&A) team working within Data Platforms & Operations.

This function is responsible for the design, modernisation and operation of the department's core data platforms and platform-enabling products.

These platforms support insight, Management Information (MI), analytics and statistics across the organisation.

The work sits within a Data Modernisation Programme, delivered by a Digital and Transformation Group in collaboration with business and insight teams operating in a hub-and-spoke model.

The focus is on modernising legacy platforms, improving governance and interoperability, and enabling secure, self-service access to data through cloud-based solutions.

This includes use of an interim cloud architecture to maintain critical data flows across on-premise and cloud environments while progressing towards a strategic data platform aligned to wider Digital and departmental objectives.

Delivery Manager Activities

  • Mobilise the team and establish delivery governance, structure, and cadence
  • Identify and manage risks, assumptions, issues, and dependencies (RAID)
  • Set up and maintain reporting mechanisms and delivery tracking
  • Facilitate workshops and stakeholder engagement sessions
  • Coordinate design, prototyping, and validation activities
  • Manage dependencies across teams, programmes, and stakeholders
  • Proactively mitigate delivery risks and remove blockers
  • Develop and maintain delivery plans aligned to roadmap development
  • Coordinate backlog refinement and prioritisation sessions
  • Track progress against milestones and deliverables
  • Manage cross-team dependencies and ensure alignment

SOW and Deliverables

  • Phase 1: Mobilisation & Discovery
  • CDO Vision & Strategic Narrative (clear articulation of CDO purpose and role; one-page view of 'what success looks like for CDO')
  • Articulation of Value (initial value hypotheses linked to Data Strategy)
  • Current State Portfolio Assessment (inventory of policies, standards, frameworks, existing services and governance processes; mapping of users, current adoption levels, pain points and gaps)
  • Initial Service & Outcome Mapping (early mapping of governance outputs to real business/service outcomes and key user groups)
  • Phase 2: Product Definitions & Value Statements
  • Product Catalogue (governance outputs defined as products, each with users, value proposition, adoption challenges)
  • Value Framework (structured model defining strategic value and operational value; defined value metrics per product)
  • Cross-Government Alignment (mapping to government-wide initiatives such as Critical Data Assets (CDA), Data Maturity Assessments (DMA), ATRS)
  • Initial Value-Driven Backlog (prioritised backlog aligned to user need, strategic value, risk)
  • Phase 3: Roadmap & Performance Measurement
  • 5-Year Outcomes-Driven Roadmap (aligned to the department's Data Strategy; structured around outcomes and product/service evolution; includes key milestones and sequencing of delivery)
  • Product-to-Strategy Alignment (clear linkage between products, services, and Data Strategy objectives)
  • Service & Outcome Mapping - Refined (detailed mapping of each product users service outcomes; clear articulation of how governance supports operational delivery)
  • Measurement & Performance Framework (reporting model to demonstrate measurable value, including against product adoption, data ownership coverage, data quality improvements, data sharing, and alignment to cross-government initiatives)
  • Phase 4: Handover
  • Finalised CDO Product Portfolio (fully defined and documented product set; clear ownership and lifecycle)
  • Live Roadmap & Backlog (maintained and owned within CDO)
  • Embedded Value Measurement Approach (ongoing tracking against Data Strategy outcomes)
