Summary: The Senior S106 Monitoring Officer at Luton Borough Council is responsible for managing developer contributions through Section 106 Agreements and the Community Infrastructure Levy. This role involves implementing monitoring processes, responding to national policy changes, and ensuring compliance with S106 requirements. Key Responsibilities:

  • Assist in the procurement and management of developer contributions through S106 Agreements and Community Infrastructure Levy.
  • Implement stringent S106 monitoring processes with stakeholders.
  • Respond to national changes in policy and legislation regarding S106/CIL.
  • Introduce processes to enforce non-compliant S106 developments.
  • Provide guidance in reviewing and drafting planning policy documents.
  • Monitor S106 requirements related to London Luton Airport and associated developments.
  • Negotiate S106 agreements with planning officers and the Council's Solicitor.
  • Analyze complex S106 and legal agreements.
