Description & Requirements
On behalf of Network Rail, we are looking for a Rail Franchise & Access Manager for a 6 months contract based Hybrid- 2 days in Birmingham or Manchester.

As a Rail Franchise & Access Manager, your main responsibilities will be:
- Manage the contractual relationship with TOC s on all issues including performance, access conditions, access agreements, invoicing and claims.
- Act as arbitrator to resolve commercial and other disputes in a way that maintains TOC relationships.
- Communicate and challenge within and outside Network Rail s organisation so the TOC s contractual rights are met.
- Manage the delivery of Improvement Plans specific to the TOC s.
- Lead all negotiations on changes to the TOC s Access Contract whilst managing the contractual elements of the TOC s performance regimes to optimise the financial outcome and identify opportunities for improving processes.
- Hold responsibility for both Network Rail s compliance and the TOC s compliance with the terms of the contractual agreements.
- Develop and deliver all income streams relating to the TOC.
- Assist the Franchise & Access Executive in delivery of TOC requirements.
- Lead on identifying, managing and delivering improvement projects for both the TOC and Network Rail.
- Identify and lead on continuous improvement plans which focus on best practice.
Essential:
- Awareness of the requirement for track access rights, timetable changes, etc.
- Awareness of Schedule 4&8 payment regimes.
- Comprehensive understanding of the railway industry structure and contractual relationships.
- Knowledge of relevant contracts and contractual environment.
