Role Purpose To lead on contract management and monitoring activity in supporting the Strategic Commissioning Manager to develop, implement and maintain robust contract monitoring policies, procedures and frameworks, in line with corporate practices, and to ensure compliance with them.ResponsibilitiesTo ensure that contracts are managed and monitored and implemented in accordance with the risk based Quality Monitoring Framework.Undertake contract management during the life of the contract to ensure contracts are up to date and reflective of service requirements.Ensure that there are effective monitoring processes in place with providers, which promote high standards of service and protect the Council s interests.Provide immediate help and support to service users and contractors to solve urgent and substantial operational problems and to ensure service delivery requirements within the council s policies and contractual liabilities.Produce high quality reports summarising the performance of contracts across your portfolio, highlighting underperformance, over performance and risks. Ensuring that such reports are shared/presented to relevant stakeholders.Where services are failing, work with the provider to implement improvement plans and where necessary, instigate default and/or termination procedures.Work closely with the Benefits and Housing Needs staff, Adult Social Care Services and providers to ensure business activities are appropriately joined up.Assist in ensuring the proper financial management and performance of contracts. Coordinate reporting on spend as required, working closely with finance colleagues.Lead and support negotiations/meetings with suppliers to ensure effective supplier relationship management.RequirementsAt least 2 years experience of working within a contract management/monitoring capacity. Experience of communicating, liaising and negotiating with stakeholders including the preparation and presentation of information and reports.Experience of developing and implementing contract compliance systems.A clear understanding of contractual principals and basic contract law.Knowledge of housing, health and social care policies, procedures, legislation and regulations in respect of the relevant client groups. Commitment, knowledge and understanding of the Council s equal opportunities policies.Proven experience of negotiating and dealing with external bodies and developing effective contractual relationships and partnerships.Ability to develop good relationships with a wide variety of stakeholder, both within and without the Council.Ability to plan, manage and monitor projects and work programmes, including the ability to work independently and manage deadlines.Contract Initial 3 to 6 month ongoing contract with the opportunity to extend PAYE via Umbrella Monday to Friday 9am to 5pm If you are interested in this position AND meet the requirements, APPLY NOW!
